In order to improve public-private partnerships (PPPs) for social innovation policy development, Includi.Mi specifically explores the potential of design-for-policy approaches and new financial instruments (such as pay-by-results), and fosters combined knowledge of these elements by connecting public administration and social innovators.
The project was funded by Fondazione Cariplo and developed by the Design Policy Lab together with the research lab Tiresia (Department of Management), in partnership with the Municipality of Milan.
The project mainly supported two activities:
- a mapping of the ecosystem for public support to social innovation in the city of Milan
- the realization of a capacity-building course with an innovative format.
These two activities interconnected into a unique experimental process meant to build connections and empower capacities within a local ecosystem for social innovation.
The project identified the following specific goals:
- the offer of new models of detection of suppliers/problem solvers
- the development and/or strengthening of skills aimed at: the design of policies in a pragmatic way, the definition of new tools, the measurement of the social impact
- the development and/or strengthening of competencies aimed at: understanding the processes with the PA, measuring the social impact generated by their own interventions, participating in innovative public-private collaboration schemes
- the strengthening, in the administration involved, of capacities that allow it to play a central role in amplifying and promoting active social entrepreneurship on the territory.
